UGANDA GOVERNANCE MONITORING PLAFORM

About the Platform (UGMP)

The Uganda Governance Monitoring Platform, a coalition of Ugandan NGOs united in the quest for good governance was established in 2004 with an aim of monitoring trends in governance in Uganda and Africa at large. The platform now comprises 17 Uganda organizations and 5 Dutch Partners. Over the years, UGMP has been producing an annual governance trends bulletin through intensive research, and thereafter using the findings to lobby and engage concerned actors on how practically to improve the governance situation in the country.

Membership to UGMP

UGMP has grown in size since its inception in 2004 from 13 to 17 member organizations to date, each bringing a unique aspect on board. The members provide voluntary services to the platform and facilitate entirely the running of the platform in terms of operating costs and human resources.

UGMP is run as a loose coalition, with a Chairperson democratically elected by the members. Currently DENIVA chairs UGMP and its secretariat is hosted at the National NGO Forum.

The UGMP Annual Governance Monitoring and Reporting

UGMP through intensive research generates a monitoring report per annum, whose findings are used for the platform’s lobbying and advocacy work. The platform widely shares such information locally and internationally. UGMP’s reporting and research is based on the routine engagements of its members, using four Benchmarks derived from the PEAP Governance Matrix; the Democratization Process, the Human Rights Situation, Transparency and Accountability and Conflict Resolution. With transition from PEAP to the NDP, UGMP now monitors the APRM process, using commitments Government makes in the APRM Country Review Document.  

Civic Engagement and Education

In addition to its monitoring work, UGMP engages in civic agency and civic education activities. This is widely done through, public dialogues, press conferences and releases, other media engagements, and developing as well as disseminating civic education materials. Currently UGMP is developing a Citizens Manifesto as a social contract between the leaders and the led and as a basis for citizens to hold their leaders accountable. This is being generated through a bottom up process which involves grassroots organizations that concurrently conduct civic education.
