Background
One
of the innovative features of the new ACP-EU Partnership
Agreement (the Cotonou Agreement) is the emphasis put on
the importance of non-state actors in the development process.
The agreement to consider poverty reduction as a central
objective of co-operation and development strategies makes
it essential to ensure the widest possible participation
of all sectors of society in order to provide the conditions
for greater equity and inclusion of the poor in the benefits
of economic growth. Non-state actors have an essential
role to play in contributing to the consolidation of a
stable and democratic political environment, to increase
the ownership of development processes, to promote new
public-private partnerships and to ensure greater sustainability

POLICY EMPOWERMENT PROGRAMME (EPEP) - EURODAD
1. What
is EPEP?
The
Economic Policy Empowerment Programme is an initiative
of Eurodad, the European Network on Debt and Development,
aiming to facilitate the enhanced involvement of Southern
civil society in bringing a more poverty-focused perspective
to national processes and international debate on economic
development policies, and promoting greater cohesion between
social sector strategies and macroeconomic/structural policies. To
achieve this, we are focusing on supporting action learning
and cross-learning between civil society groups, facilitating
improved coherence and cooperation in Northern NGO support
for Southern initiatives, and developing and distributing
a body of knowledge on good practice and innovation in
civil society experience and the policy outcomes for which
